Reporting Analyst VISN 1 (ME, VT, NH, CT, MA, RI)


Position Description


The Veterans Health Administration’s (VHA’s) Veterans Health Information Exchange (VHIE) Program (, formerly known as the Virtual Lifetime Electronic Record (VLER) Health Program, allows VA, participating community care providers, and Veteran patients to securely share health information from a Veteran’s health record electronically.


As a VHIE VISN Community Coordinator, you will be assigned a specific Veterans Integrated Service Network (VISN), which includes VA Medical Centers (VAMCs) and their respective community-based outpatient clinics and local community care providers. You will be responsible for VHIE Program implementation with the health information exchange communities defined as the VA facilities, local community care providers, and shared Veteran patients within your assigned VISN. VHIE Program implementation includes coordinating the deployment and implementation tasks including executive presentations, VA staff trainings, progress analysis, troubleshooting, data quality reviews, and ongoing status reporting. You will work closely together with other VISN Community Coordinators to continuously learn from each other and refine your plans on providing the best implementation guidance and strategies to accomplish the needs of the overall VHIE Program. You will provide support to VHIE Program Office teams as assigned.


Successful VHIE VISN Community Coordinators possess skills in effective delivery of written and oral communications, providing executive level presentations, conducting both administrative and clinical staff trainings, applying project management concepts, and demonstrating efficient time management.


In addition to your duties as a VISN Community Coordinator, you will serve as a VHIE Community Engagement Performance Metrics Reporting Analyst. You will be responsible for developing, generating, and delivering periodic data reports and contributing to the design, requirements, and quality assurance of future reporting capabilities.


VISN Community Coordinator Core Duties:

  • Function as the VISN-level VHIE liaison and primary point of contact between the VHIE Program Office and respective teams, local community care providers, VISN and VAMC administrative and clinical staff, and most importantly Veteran patients

  • Function as the VISN-level VHIE educator and provide VHIE training to VISN leadership, VAMC leadership and staff, and Veterans about Veterans Health Information Exchange (VHIE) Program’s VA Exchange and VA Direct Messaging products, VHIE Implementation Guide, and VHIE Toolkit

  • Conduct ongoing implementation status meetings with VHIE stakeholders outlining as-is and to-be business processes, progress toward implementation milestones, best practices, challenges, risks, lessons learned, and next steps

  • Conduct outreach to and ongoing status meetings with local community care providers addressing system capabilities, connection status, and data quality concerns for both VA Exchange and VA Direct Messaging

  • Provide virtual and/or on-site VHIE trainings to include consent management, viewing community health summary documents via VA systems, and exchanging messages via VA Direct Messaging

  • Collaborate with and provide VA Exchange education to VA clinical staff to view patient level health information from connected community care providers in Joint Legacy Viewer (JLV) to enhance patient care coordination with local community care providers

  • Collaborate with and provide VA Direct Messaging education to VA clinical staff in identifying use cases, opportunities for process improvement, and improved workflows to enhance patient care coordination with local community care providers

  • Coordinate sites visits at least once every 3 months to VA facilities to meet with VHIE stakeholders, provide VHIE training, and assist with Veteran patient and staff outreach events

  • Complete ongoing contract deliverable documentation updates as assigned



  • Experience working in the Veterans Health Administration (VHA), Military Health System (MHS), and/or other healthcare entities preferred

  • Demonstrated ability to execute a project plan using established processes

  • Ability to manage competing priorities and to adjust quickly and efficiently to changes in assigned tasks

  • Excellent client-facing and internal communication skills

  • Excellent written and verbal communication skills

  • Proven working experience as an educator or trainer

  • Solid organizational skills including attention to detail

  • Skills in problem solving, troubleshooting, and issue resolution, both technical and non-technical

  • Strong working knowledge of Microsoft Office applications, specifically Office, SharePoint, Excel, Word, PowerPoint, and Visio

  • Bachelor's Degree in appropriate field of study or equivalent work experience


Reporting Analyst Core Duties (in addition to VISN Community Coordinator core duties):

  • Function as subject matter expert (SME) for all VHIE Community Engagement Performance Metrics and reports

  • Support updates to existing metrics reports

  • Proactively analyze metrics to identify trends

  • Identify reporting gaps and propose new reporting methods/formats

  • Collaborate with VHIE Community Engagement stakeholders to identify and satisfy reporting needs

  • Participate in requirements and design discussions for future reporting methods

  • Create and present key findings using MS PowerPoint

  • Develop definition, requirements, design, etc. documentation as needed


Qualifications (in addition to VISN Community Coordinator qualifications):

  • 1-3 years of proven experience with:

o   Business Intelligence Applications such as MS Power BI, Tableau, Pyramid Analytics, etc.

o   Business Intelligence and/or Dashboard design/creation/maintenance

o   MS SQL Server Management Studio or other database management application

o   MS SQL Server Reporting Services or other reporting management application

o   SQL or another Query Language

o   MS Excel – Intermediate/Expert level including experience with advanced formulas/functions, macros, Visual Basic, etc.

o   MS Access – Beginner/Intermediate level


Salary: Negotiable

Place of Performance: Remote work from state in VISN 1 (ME, VT, NH, CT, MA, RI).

Travel Expectations: Minimum of once every 3 months to assigned VISN’s VA Medical Centers (VAMCs) and respective community-based outpatient clinics and local community care providers. One annual face-to-face required training.
